Supply Order Tab is not loading on portal

Hello,

I am trying to place a supply order through the portal/website and it is not loading as I was advised by the nurse to place supply order online, when I do call to place order no one answers the phone or calls back just sit on hold for hours. How to proceed to place supply order if neither option works?
